I have done the same with Pootle with the following questions:
- if Pootle can match our requirements/volume
- if you would be interested to manage the deployment on our infrastructure and for how much
- if you are not, do you have someone or companies to recommend us?
- Otherwise, we would like to send an RFQ to your community, what would be the best way to proceed?

I think weblate is a good balance there, because economic service is a little more transparent.@board.Can you be in touch with weblate team in order to see if they can help to scale properly on their platform saas? and/or self-hosted? (I prefer saas it is technically easiest)
