Hide the Send Message button from Chatter area If "Show Send Message Button" group not assigned to User.

Configuration
Assign the group "Show Send Message Button" to any User to use the Send Message button in any chatter area. If you are not giving that access to User then User can't access Send Message button, It doesn't appear.
