Too late... But in the worst case, we will have 1:1 automatic verbatim copy of Odoo, so no problem in keeping it for avoiding the modification of each of the OCA branches.

I'm not in favor to create a new branch if we are not sure to maintain it.

Could we delay this creation, and decide in the other thread what community branch(es) we want to have. (nothing / OCB / OCB + OCX / OCX only ...)
