HR Expense Cancel Confirm
When user click to cancel expense sheet, a confirmation wizard will be show, with reason as optional.

Configuration
By default, the expense sheet confirm will be disabled.
To enable expense sheet cancel confirm, update system parameter,
- hr_expense_cancel_confirm, add hr.expense.sheet.cancel_confirm_disable = False
