Thanks for your feedback. While I understand the new situation created by the withdrawal of the payroll module from the community edition by Odoo with version 13.0, I believe we still need a working community module for the versions 12.0 and 13.0. It is a show stopper otherwise.
While the OCA module is version 11.0 only, you at Opennet have published a version for 12.0, but these two modules show different approaches. Your module offers a new feature by integrating the source taxation with the automatic download of the source tax values (barèmes), while the OCA module does not contain this feature.
Now the question is: which is the way to go? Forward port the OCA module or use the Opennet module? Which one will make it into the OCA repository?

How can we join forces in order to get a working payroll for the versions 12.0 and 13.0 (and probably also 14.0 at least for the community edition) as soon as possible?
