Yes, that is also what Bettina mentioned.

I did some research, and it seems like this is working for v13 but not 
for v12.

Digging deeper, I see a "sale_timersheet_purchase" module in v13 CE that 
does not exist in v12.

This module adds the "Vendor Bills" button to the Project Overview, 
along with vendor bill related logic.

So I'm considering backporting it to OCA/project.

Thoughts?
