About migrating modules to v11, just pick one and put your name next to the module name (or add it if it's not in the suggested list), migrate it, make the PR and write down also the PR link next to the module name.

For py3o, you can take the repository, and see PRs and issues, or write there to coordinate with the involved people.

About weblate, it's being already tried here, so I think it's enough, but I let you know if anything more is needed.
