Of course.

The goal is to unclutter the the PR list from old PRs on which the
author is not answering questions and not taking the review in account.
It does not mean that the code is bad or the feature unwanted.

Each PSC will then be able to apply this or not, but at least we
establish a rule for the PSC to make a decision.
