New Repository for EBICS

Dear contributors,
On the behalf of Luc, I want to propose to create a new repo for EBICS set of modules on Odoo.
EBICS stands for Electronic Banking Internet Communication Standard. It aims to be able to transfer files with banks over the internet. It supports also the SEPA files and is very wildly use in Europe.
Name of the repo: account-ebics
Maintainer: Luc De Meyer (https://github.com/luc-demeyer)
Current code can be found here: https://github.com/luc-demeyer/noviat-apps
I'm proposing this here cause I think having this under the OCA will favor the collaboration between all actors.
