I remember that in SAP there was a status set in the stock lot that would ensure that would limit their availability. So, while that lot/quant was in status "quarantine" it would not be available for certain operations.

In case of Odoo, it seems to me that the best approach would be to send the product to a certain location. For example:
- Receiving from suppliers: receive first into quality check location before receiving into Stock. So would require a two-step receipt.
- Manufacturing: Send to quality check location after production, before sending to Stock.

Anyway both in case of OCA quality modules or Odoo Enterprise, the quality alerts are placed in the process (manufacturing order / incoming shipment), with no further control placed to restrict the subsequent availability of the products. 

So nothing would prevent a user from receiving into quality and then transferring all product to stock, because there's no connection between the quality check and the associated stock being checked.
