OCA Helpers Library

Hi All!
LasLabs has created the beginning of a helper library for Odoo. If anyone would like to take a look, it is hosted here & currently contains a `helpers.foreach` which is similar to the old `api.one` just with a slightly better design (IMO).
For the history of this, take a look at the original Odoo issue and the server-tools PR.
We called the library python-oca with the intent of relinquishing control of this repo to OCA. This email is to begin that process, with a recommendation that it is included under the Tools & Administration PSC.
Whoever wants helpers, shout a +1!
