If you're willing to take your archeologist's hat on, you may want to
look at what we did in v7 for comparison - though ultimately that was
never deployed

- include orders in budgets :

As a side note, at that time Nhomar pointed that counting uninvoiced
orders in budgets was a plain bad idea.
