Purchasing/Budgeting modules

Hello everyone,
I have 2 requirements below regarding purchasing and budgeting.
1. A new purchase order line checks the budget, and the user is stopped/warned if the budget is about to be exceeded.
2. Confirming a PO creates the analytic accounting/budget entries, NOT when the invoice is validated.Do you know of any modules (on version 8, 9 or 10) that can help us here?
