The maintainers are not the same, the active contributors are not the same, etc...How many modules do you expect to have in this module? Isn't better to have the main module on account-financial-reporting and the rest of the localization modules on each localization repository?3 modules :

product_harmonized_system (295 lines)
intrastat_product (1899 lines)Maybe more in the future : intrastat_product_xls, etc...The other modules are in localisations.
