We plan to create one specific for China with specific information for official invoices (not only numbers but also other information). Having a base to extend would be great.
It depends whether we want to be able to validate the number per country but I think it would start with kind of a l10n_xx_business_registration_number (or equivalent) with a standard function call for checking the logic for the country

In Spain we use the VAT number, but this only works for national residents, not for foreigners with passport. VAT validation works for personal IDs.
