I can give you a practical example of the difference between a department and an operating unit.

Imagine a market chain, like Walmart. They have the sales department, marketing department, ... but they also have individual shops spread all over the territory as individual business entities, but still working under the same company (and same VAT number if they're not franchises), so they're separate operating units and that doesn't have anything to do with departments.

Is the example clear enough?

Some hint, just for you to know: We currently working on something like
"profit center". It is more for reporting then on handling of operation.
But i don't want to make the problem more complex as it is ;)
