Hi,
This is part of the strategy of Odoo to undermine Community usability to enhance the Enterprise offer.
One remark on their side is to say that a typical user doesnot have that many menu so it should not be that bad (partially true only).
Unfortunately, if we want a better user experience, we will need to find ourselves a solution (either via private initiative as 8cell or in the OCA).

Can you point the issue in github with your specific experience?

I feel like a generic answer can not be given if we do not use the proper place, I am agreed with you in "generic" terms, but to help you as community you must be as precise as you can in order to set the proper answer case by case.
