I think starting from the reccuring option of calendar.event could do the trick. It needs to be extended but the basis of your needs is there AFAIU

I need this in m2m fields for planning like configurations (eg do this every tuesday and friday at 6pm in months jan-jun and sept-dec), so a table is required. And I need the displayed value in the locale of the user, not the locale of the server. But sure the table should have columns for number, short name, long name...
