Hi Amir,

you should ask this to the company Odoo :-D this mailing list is just 
for OCA contributors (github.com/OCA) not Odoo (github.com/odoo)

That being said, OCA has developed some add-on modules that add 
sequencing to certain form views.

For example this one:
