I believe this topic has been discussed more than once. It would be interesting to indicate the decision made and the reasoning behind it, to avoid having to deal with it every year.

back/forwarding changes across different versions is already a boring and time consuming task.
Doing the same for not testable-on-CI and hard-to-review migrations scripts ? I doubt it will be consistently done.

Running migration with openupgrade alone or Odoo EE + openupgrade for each version looks to be the safest way.

I wanted to add to this that -if- some of the Enterprise-heavy OCA 
member companies (Ad-Hoc, Camptocamp, Acsone etc) have a convincing 
argument why this is really helpful to them, I would weigh that argument 
heavier than what Openupgrade-heavy companies would say about it. After 
all, it does not break Openupgrade.
