Frederik, I had a second round looking at the implementation, and I now 
feel that it is best for the dynamically created Account.Tax records to 
not have XML Ids.

This will work best to avoid creating  duplicate Tax Rates.
If you make sure to update the new "Country" field on Account.Tax, the 
tax creation wizard should be able to keep them.

For localization modules proposing mapping to the Chart of Accounts, 
there are strategies to deal with this.
You can use init scripts, use XML files with <function> elements, or 
even create and run a Server Action.

So, personally I'm good with the current design.
