From at least Odoo 12 a method hook exists to allows you to postprocess the generated pdf document into ir.actions.report https://github.com/odoo/odoo/blob/14.0/odoo/addons/base/models/ir_actions_report.py#L210
You can override this method to merge your static pdf page with the generated report. Should be easy thanks to this hook.
