DEV versions on PyPI for OCA packages

Hi all,
an example of the issue: https://pypi.org/project/odoo12-addon-l10n-it-fatturapa-out/#history
only pre releases are available.
As you can see at https://github.com/OCA/l10n-italy/commits/12.0/l10n_it_fatturapa_out
immediately after the commit where we increase module version, oca-travis adds the commit "[UPD] Update l10n_it_fatturapa_out.pot".
Thus, version 12.0.1.0.5 is never built; version 12.0.1.0.5.99.dev1 is built instead.
My question: is there a way to make the system build stable releases?
