Proposal for repo OCA/iot 'Internet of Things'

Dear OCA contributors,

I would like to propose to OCA a new repo dedicated to integrating Odoo with IoT devices. 

The idea would be to create an infrastructure that would allow to add IoT devices to Odoo, and coordinate various actions, such as:

* Review the status of the devices centrally from Odoo
* Send actions to the devices from Odoo. For example, send a signal to a Smart Switch to turn on/off a device (see http://sonoff.itead.cc/en/products/sonoff/sonoff-basic)

A basic proposal has been made by Enric Tobella (@etobella) here: https://github.com/etobella/iot/tree/11.0-iot

A base module 'iot_base' would provide the basic models (IOT Device, IOT System) that can then be inherited by specific modules, that will implement specific features, such as the Smart Switch integration defined in https://github.com/etobella/iot/tree/11.0-iot/iot_sonoff
