Last review round: maturity levels, maintainer role and README.rst generator

Dear contributors,

As mentioned previously, we have been working on the Release Process and Module Lifecyle, as a way to make the OCA workflow as fluid as possible for new and existing contributors alike.

We are now ready to launch 2 important new concepts that we hope will further strengthen our community.
We are seeking a last round of comment on these two documents, before they are officially published. Please provide any feedback by way of Suggestions or Comments in the two google docs above.

The first technical improvement to support these concepts is a README.rst generator, for which review is welcome too. Further tooling, eg in Maintainer Quality Tools, will follow.

You can also start thinking for which module(s) you want to become official maintainer.
