I have mixed similar requirements...
For 1 with analytic, use https://github.com/serviciosbaeza/serviciosbaeza-odoo-addons/tree/8.0/budgetary_control and https://github.com/serviciosbaeza/serviciosbaeza-odoo-addons/tree/8.0/budgetary_control_restrict.
