I mostly agree with Stephan. The reason why OCB was created for it's not valid anymore. So the Community should evaluate the continuation of the project as it were creating it from scratch.
If the project keeps going, the Community should seriously discuss how to manage dependencies. There is the posibility of creating modules that are only compatible with this project, and also create incopatibilities with new standard modules. This is too dangerous and the community shouldn't take it easily.

page/odoo-10-release-notesI fear that Odoo community version will be stripped down version after version and that OCA will need more and more work to bring back missing features. As Odoo SA has decided to limit support to 3 years per major release, OCA may need to do LTS on its own too. In my mind, the question is to evaluate where the manpower is better to spend and if OCA want to offer long term full open source ERP experience.
