Based on my quick understanding and jumping back abit if I may.

I am working in v. 8 and early on this was an issue for me.  Fixed by simply changing the "login" name from the email address to the Login Name desired.
Perhaps this is not working further down the line of branches but was easy on my side.  I could see a natural change to the Login Process itself accepting either the login name or the assigned email.  If that were the case I think it would be critical that the same email address is not used by multiple users of course.  I could see where this might happen, but more likely in CRM than in the User set.

I am going to do some testing setting up (and hopefully migrating) to v10 (through v9) and since testing I might as well jump up the line.

See what happens when you change the User name.

I actually took over the Administrator account for myself with no issues so far.  After version 7's endless permissions errors it seemed the best course of action.  (v8 seemed to take care of that over time, at least in later version pulls)
