I have no 8.0 instance ready to check, but from my memory:

- hr_timesheet_invoice was coupled with contracts. Contracts did
disappear in 9.0 community edition and were (partly) replaced  by sales
orders/products and the option of invoicing based on delivered
quantities and based on time and material spent (see for example:
https://www.odoo.com/de_DE/forum/hilfe-1/question/generate-invoice-from-timesheet-92430)

But what is missing now from 9.0 on is the definition on the level of
timesheet lines, if the timesheet line is invoiceable or not and if yes
with which factor. This is the functionality of the hr_timesheet-invoice
and is a necessary feature in my opinion. Whereas "not invoiceable"
means a discount of 100% (factor 0) in order to have proper cost
contributions on analytic accounts and not remaining in the state of
lines still to be invoiced in the sales order.

According to my knowledge this functionality is not covered by the OCA
contract and timesheet modules.
