What I see incorrect in your process is to use Odoo database manager for restoring the 11.0 database. You have to use low level mechanisms: pg_dump/pg_restore for DB and filestore copy. If not, you have the risk of contaminating the database with some populated data by Odoo itself. It can be the case here.
