No, there is no special access. Runbot is pretty much open to all.

On the other hand, each build takes a long time, and every time there
is a commit that triggers a build, or someone clicks a "force rebuild"
button, the build is put in the queue with all others. Another limit
is there there are only so much builds that runbot can keep alive, and
if there are many open pull requests, not all of them can be built (or
kept running for a long time).

That said, Alexandre Fayolle and others are giving some love to the
OCA runbot, so it is likely that something can be improved somehow.
Keep an eye in case announcements come along.

If you think you found some specific problem or bug (other that the
server can't handle all the concurrent builds) you're very welcome to
report it. Or help in some other way, of course.
