On this statement you need to include "Agil Approach vs Formal PM approach".
In the Agil approach the user itself which accomplish the tastk possible can redifine scope and times himself.
The issue here is the control of the change (which is absolutly necesary for PM formal approach). There you need to know and compare and may be "validate/approve" the change itself.
Then such concepts IMHO should be in different modules n order to have really both world the formal and the agil working toghther.
An example of what you need ana was done very very simple on our side  (just finishing the unit testing and the tests on customer side), but it does not mean Jordi's approach is incorrect.
