  There are different problems - the manufacturing with with variable output and continuous production.
Variable output can be done changing the finished goods qty on manufacturing order.
You can set a BOM with theoretical quantities, and adjust it before done the MO.
Continuous production needs more organisational methods - split the production flow by time (hours, days) or other criteria, and create the BOM accordinly.
