A procurement order with a procurement rule to pull from stock would be roughly the same as creating a manual internal transfer.

But the point is that the procurements and internal transfers follow a logic of trying to find for you the available quants in the child locations for you.

If you have a Warehouse with iMacs all spread throughout various locations, and you want to move them all to one single location. Suppose:

WH/Stock/Bin A => 1 Units
WH/Stock/Bin B => 3 Units
WH/Stock/Bin C => 10 Units
 
You want to transfer everyting to Bin C, because you are reorganizing the inventory.

In this case you'll need to:
1.- Find out where are the iMacs are, using the quantity on hand report
2.- Create a manual transfer to move stuff as required.

My  point is that some users find it more intuitive to look at the stock on hand by location, select the quants they want to move, and create an internal transfer to move them to another destination location.

did you try to make a push rule to simply procure the destination location from stock?, that's the way we do it.
