FBSR_AGPL License Violation?

I recently checked the Human Resources modules available on apps.odoo.com and noticed a strange behaviour in term of license and modules, I am reffering to hr_public_holidays module, which was merged first in Launchpad project after moved to github under OCA/hr repo, the module is there from version 7, updated to version 8.0 under AGPL license, keeping the original author, but strange is that on apps page, the module is overwritten by Onestein,
https://www.odoo.com/apps/modules/8.0/hr_public_holidays/
in their github repo, with Onestein as author and copyright,
https://github.com/onesteinbv/addons-onestein/tree/8.0/hr_public_holidays
and the original module is not showing since I think Odoo don’t allow modules with the same name.

How OCA is threating such license violation, since the author of the module is not mentioned and since out work is not available on apps, even that the module is merged in the 8.0 branch???
