Maybe launchpad is a good alternative to google groups. They support git now and have far better issue management and big future plans, plus blueprints etc. But their mailing lists aren't bad either.

Now it may not be the right time to create another open community mailing list, as that could give the impression of a fragmented community (a vendor-blessed list and OCA's)? Given the recent communication of Odoo SA more or less attempting to paint OCA as the "bad guy", perhaps the timing is not ideal. 

However I feel the need to have a mailing list system for OCA projects / functional communities to complement github, as not everything can be discussed around Issues or PR. Some communities are still using launchpad for mailing lists.

So I'm -0 at this moment regarding an open community mailing list. But I'm +1 for creating google groups lists for functional communities and perhaps members and delegates.
