Relating to the invoice & delivery address listed on sales order, when a user wants to change it from the default proposed on a sales order, Odoo will let the user select from all the list of partners available in the database.
  Two simple examples :
  • It's a gift: the delivery address is not related to the ordering partner.
  • It's a leasing: the invoice goes to a third party for payment.

  You can't just block this option, but you could maybe set up a removable filter which will force you to "Search more..." in those rare cases above.

Or you can add a dropdown list or checkboxes to identifield sales order that are in these kind of orders and add a domain according to this identification.

But this needs to add some fields on the SO, and maybe it's not what you want.
