Intrastat might not be the right place for harmonized code since non-european countries are using it too.

foreign-trade would be a good name for a repo as it implies both import and export. or they can be distributed across sale-workflow, purchase-workflow and product-attribute etc.

We have a first contribution coming which is HS Code module: what would be the best repo , sale-workflow?

For HS Codes, we have the module "product_harmonized_system" available here https://github.com/OCA/intrastat/tree/10.0/product_harmonized_system for v8 up to v10.
