It should be odoo10-addon-partner-multi-relation as it was renamed in version 9, but the module is still not ported, so that's why you can't install with any of the 2 names.

I have another, but possibly related problem with pip installing addons:

Actually cannot install any addon this way.

Maybe some pointer were to look?
