Oh, I did get a directory created under auth_signup:

   addons/auth_signup/migrations/10.0.1.0/

when I ran the analysis on OpenUpgrade 10. And it had an 
openupgrade_analysis.txt file, frankly, the simplest possible:

   ---Fields in module 'auth_signup'---
   ---XML records in module 'auth_signup'---
   -- nothing has changed in this module

I might be doing something differently.
