This looks fine to me to have some meta data stored for oca tools.

So .oca is a generic directory and for each tool you can add a subfolder like you did with the .oca/oca-port folder. Which is good as it gives room for other tools.
Another option would be to have a more generic folder name like .tools but it's only a matter of taste to me.
